About this event

This session will describe efforts over the last several years to limit the ability of ICE (U.S. Immigration and Customs Enforcement) to gain access to information about undocumented immigrants as well as immigrants in police custody in Hennepin County.  The program will then discuss the current posture of Hennepin County and its Sheriff's Office toward cooperating with ICE.  Also, the session will discuss unsuccessful efforts during the last state legislative session to expand these protections statewide. Our speaker for this program, Jim Rubenstein, will be joined by Jacob Hill, who is the Intergovernmental Relations Director for the Hennepin County Sheriff's office.

Jim Rubenstein is a retired attorney who is active in faith-based and policy-based volunteer service. Since its founding in 2018 he has represented Jewish Community Action in the ICE Out of Hennepin County project of the Decriminalizing Communities Coalition.  The DCC is an alliance among community based social action organizations in Minnesota.  Some of the coalition members are JCA, Minnesota Immigration Rights Action Committee, ACLU-Minnesota, Unidos MN and the Coalition of Asian American Leaders.

Jacob Hill serves as the Intergovernmental Relations Director for the Hennepin County Sheriff’s Office, a role he has held since shortly after Sheriff Witt took office. In his role, he oversees legislative affairs at the federal and local levels for the HCSO. Before joining Sheriff Witt’s team, he worked on several federal, county, and municipal campaigns throughout Minnesota. In his free time, Jacob serves as head coach of Macalester College’s Men’s Rugby team.
